National Wildlife Refuges are federal lands managed by the U.S. Fish and Wildlife Service (USFWS). The primary source for boundary information is the USFWS Realty program (status maps, legal surveys) and county records (deeds and legal surveys).
Purpose:
The intended application of the data is to serve as a spatial reference of refuge boundaries for other data layers in GIS and mapping applications. It is specifically not intended to be used as a land survey or representation of land for conveyance or tax purposes. The Realty Survey program in USFWS is developing cadastral information (boundary and acreage data) appropriate for legal purposes. It is expected that data created in this project will be replaced as better survey information is collected.

Refuge boundary data were compiled for resource applications. It is inappropriate to use this data in legal situations, or other applications where spatial error cannot exceed the USGS 7.5' mapping standards. This data is specifically not intended to be used as a land survey or representation of land for conveyance or tax purposes.

Refuge data were developed with ESRI's ArcInfo version 7.2.1 Patch 2 software on a PC running WINDOWS NT version 4.0 (Build 1381: Service Pack 5) operating system.

Arc and polygon item values are rechecked by data entry staff for omissions and against the original data for accuracy.

Digital refuge boundary lines were overlain on DRG (USGS 7.5' topo. quads) on screen and compared for accuracy and completeness. Software capabilities were used to ensure arcs have no dangling nodes and intersection errors and to check polygons for label errors.

Arcs that represent the entire approved legislative boundary were digitized. Line work was checked for omissions. A plot of the digital file was sent to the refuge manager for inspection and comments.

The refuge boundary representation on the DRG was digitized to create this coverage. NOTE: It was determined that certain portions of the boundary in sections 2 and 3 did not match the boundary as depicted on the DRG; for these portions, other DRG features (e.g. shoreline and section lines) representing the boundary were digitized or features were digitized and Arcedit construction methods were used to create the boundary (e.g. a portion in section 2).

Processing DRGs: Using ArcInfo software, the collar was clipped from each U.S.G.S. 7.5 minute topographical quadrangle (in DRG format) covering the refuge. For refuges covering more than one quadrangle, individual clipped DRGs are merged. Creating the Refuge Boundary: Using ArcInfo, an empty double precision coverage was created. The DRG was used as a background image from which to screen-digitize the refuge boundary (see NOTE in "Source Contribution" for DRG above). The projection was defined, and the coverage was built for line and polygon. Arc and polygon items were added and populated.
